IRDのUserIDと、myIRのログインIDは違います。

Please enter your myIR logon のところに　myIR user ID をいれて下さい。myIR user IDは分かるのですよね？
あとは、画面の指示に従ってください。

ただし、同じブラウザで何度もmyIR にログインしていると、そのブラウザに溜まったクッキーのせいでログインできなくなることがあるそうです。私のmyIRではこれが頻繁に起こります。初めてこれが起こったときは、パスワードを間違えたのかと思ってパスワードをリセットしてしまいました。
上記のことが起こった時は、ブラウザのクッキーと履歴を消去するか、または別のブラウザを使ってログインする（例：いつもｍｙIRにログインしていたのがGoogle Chrome なら　Internet Explore を使う）と大丈夫だと思います。
