面白そう、と思って検索してしまいました。それで、わかったことをいくつか。

まず、日露戦争の時に日本に行ったのはPlunket Society の創始者のSir Truby Kingです。プランケット総督ではありません。プランケット総督は丁度日露戦争の開戦の年に　Governor of New Zealand となっていますので、日本に行くことは有り得ません。
Plunket の名前は　プランケット総督の奥さんの　Lady Victoria Plunket が　Sir Truby King の活動の強力な支援者となったことからつけられました。プラケット総督とSir Truby King との関わりは、奥さんと一緒に「出会った」こと以外見つけられませんでした。たぶん奥さんを間においた関わりだけかも？

Truby King と Russo-Japan War で検索をかけたところ、下の文書がすぐヒットしました。Kingが、母乳育児の大切さを日本で強く感じたことは間違いないようですね。

In 1904 the Kings visited Japan during the Russo-Japanese War and Truby King’s advocacy of breast feeding was influenced by the apparent fitness of the Japanese soldiers. He learned that virtually all Japanese mothers breast fed their babies for ten months to a year.
