フラットを貸していた側からの回答です。あくまでも私の場合です。参考までに。

日本人限定で部屋を貸していましたが、どこの誰かもわからない人に部屋を貸すのは怖いので、身柄を確認するためにパスポートのコピーをお願いしました。家賃を払わない、部屋にダメージを残して突然消える等があっては困るからです。
また、部屋を貸していた人に何かあった時に日本の家族に連絡を取らなければいけなくなる可能性もあるため、本人の了解を得てコピーをいただいていました。日本の連絡先も聞きました。
もし部屋を借りる人が日本人以外だったとしても、パスポートか、NZの免許証のコピーはお願いしたと思います。

今、部屋を借りるのにもreference letterが必要だと聞いたことがあります。職場のボスからであったり、前の賃貸の大家さんからの手紙であったり。

中には悪い貸主もいるようですので、契約時は慎重に。退却時にボンドを返してくれないとか。

Privacy Commissioner のウェブサイトには、下記のように書かれているので、オーナーは賃貸希望者にパスポートや免許証などの proof of identity を求めることができます。

Landlords should only collect certain information at each stage of a tenancy.
If you’re viewing a property, they can ask for:
- your name and contact details.
If you’re applying for a property, they can ask for:
- your proof of identity
- the number of people who would live at the property
- pet ownership (if there are restrictions on pets)
- if you’re a smoker (if there are restrictions on smoking at the property).
Once you have been shortlisted or offered a tenancy, they can ask you:
- additional information required to carry out credit or criminal record checks
- evidence of ability to pay rent
- proof of identity.
